Execution parameters are copied from the 'Where Value' column to the 'Value' column when using (4246911)

When entering values in the 'WHERE Value' column in the 'Set Parameters' screen and then clicking the 'Execute PL/SQL with Debugger' button, the values from the 'WHERE Value' column are copied over to the 'Value' column.

Steps to reproduce:

1.  Load the PL/SQL code into the editor
2.  Click the Set Parameters button (...)
3.  Set any value in the 'WHERE Value' column
4.  Click Ok
5.  Click the 'Execute PL/SQL with Debugger' button

None.
