The O7_DICTIONARY_ACCESSIBILITY parameter is set to False

Resolution
WORKAROUND
Run the attached manual installation script on the database server via SQL*Plus to manually create the Oracle account and database objects for Spotlight on Oracle (see script and readme.txt contained within the attached zip)
