Error, "Missing close tag in element layout" or "Missing close tag in element TfrmMain" when laun (4231661)

When I attempt to launch Toad, I get the following error message:

Missing Close Tag in element layout

Or when I attempt to launch Toad, I get the following error message:

Missing close tag in element TfrmMain

1. Close Toad.
2. Browse to default folder, "C:\Program Files\Quest Software\Toad for Oracle\User Files".
3. Locate the file, desktops.xml, and rename it to desktops.xml.OLD.
4. Re-launch Toad and re-test the issue.

NOTE: If the version of Toad is earlier than v8.6.1, the file may be located in the TEMPS folder.
