While using the Restore Wizard the process hangs after selecting the DC to prepare for reboot in to DSRM mode. In order to regain functionality you must use task manager to close rmad console then cancel the RSTAgent process on the affected DC using Task Manager. Manually stopping the service leaves the service in "Stopping" state.
If the DC boot.ini contains the "Microsoft Windows Recovery Console" boot option the wizard unexpectantly hangs.

WORKAROUND:
Remove the Microsoft Windows Recovery Console boot option from the boot.ini.
