Cause
Windows notepad added three hex characters EF BB BF (unicode) as a Byte order mark (BOM) at the beginning of the my.ini file because of lines like the following which contain Unicode characters
performance_schema_instrument = 'statement/%=on'

Resolution
RESOLUTION 1
Delete the three characters from the beginning of the file using a hex editor.
RESOLUTION 2
You can also choose the ANSI encoding in the Windows Notepad "save as..." dialog and ignore the warning popup that is displayed.
