Description
When I launch the SQL Optimizer either from Toad or as a stand alone, I get the following error:
Unable to load DLL 'T2embed.dll': Access is denied. (Exception from HRESULT: ox80070005 (E_ACCESSDENIED))
Then the program doesn't start. Which is odd because I'm an Administrator on the machine.

Resolution
WORKAROUND:
Modify the permissions on the t2embed.dll file to READ for EVERYONE and that should allow the user launch SQL Optimizer.
The t2embed.dll file is located in the C:\WINDOWS\system32 folder and/or C:\Windows\SysWOW64
