It is only lisenced for Domain or Local Administrators.

The SLTraceUSLoc_DayOfWeek.htm shows:

SLTraceUSLoc_COM.htm shows:
INFO: xpath results were empty, nothing to do (most likely no catalog, or Update Service to communicate with)

Install the Update service on a Domain Controller at the site, and uninstall it from the Member server. This will allow the Update service to verify the credentials for the SLuser account.
If you are unable to install the Update service on a Domain Controller from the DA manager console, run the DA manager console from a shortcut on the Domain Controller.
On the DC go to Start | Run | \\DAservername\slogic$ | Enter.
Create a shortcut for slmgr.exe on the desktop of the DC.
Open the DA manager from this shortcut.
