Restart library fails on a VTL. (4047015)

Symptoms:
After running a "restart library" on a VTL, the drives remain offline.

As documented the "restart library" function was implemented for filer and ACSLS attached libraries only.

However, it is possible to run this function on a VTL, which results in the drives going offline.

To resolve this take the following actions:
1) in Device management right click on the library and select modify.
2) change nothing and save.

This has the effect of removing and re-adding the library. The drives should then return to a normal active state.
