Following changes to the client groups (removing / adding groups), clients cannot be added and all of the clients are listed under "available NVBU machines" instead of under "Clients", where there is only one entry called "<DEPRECATED - DO NOT USE>".
It looks the same in the clientlist.txt.
The clients can still be seen in the client groups.
But policies no longer show any members.
Try to stop and restart the NetVault Service on the Server to ensure the changes are picked up.
If that does not work, then delete the audit.bin and clientgroup.bin files in the db directory of the NetVault Server and then to restart NetVault Services. You will then have to re-add the client groups.
