Invalid procedures during installation, SYS.build_xview and SYS.execute_immediate
Description

The user setup wizard was displaying PLS-00905 sys.build_xview is invalid and SYS.execute_immediate.
Cause

It was failing due to a PLS-00920 parameter PLSQL_NATIVE_LIBRARY_DIR IS NOT SET.
Resolution

In the init.ora, add the parameter 'PLSQL_NATIVE_LIBRARY_DIR=NATIVE'
