Missing privileges on sys.procedureinfo$ and sys.idl_char$.
Grant permissions on the two sys views.
Additional Suggestion:
It is always a good choice to run the SQLMonitor.exe to examine which tables or views get touched by Toad.
Please perform the following:
1.Log into your database.
2.Minimize Toad
3.Go to the Toad folder
4.Locate a file called SQLMonitor.exe.
5.Launch this application. Basically this application will trace all the SQL calls made to your database via Toad.
6.Upon launching this utility, you should see TOAD.exe on the left.
7.Please select the check box next to the TOAD.exe.
8.Minimize the SQL Monitor.
Perform all the steps you take to produce your crash or error message. Have a look at the generated log and check if there is a missing permission.
