Customer is not able to make a connection to a database from PA GUI. Once you click OK to the above error, the dialog box disappears and you will need to re-launch PA and the cycle continues.
The client PC has UTF8 and nls_lang in the registry
Currently PA doesn't support UTF8 on the client PC so you will need to change the value of the NLS_LANG in oracle client NLS_LANG key to AMERICAN_AMERICA.WE8MSWIN1252 and also in the NLS_LANG environment variable.
1. Go to 'run' and type 'regedit'. Go to HKEY LOCAL MACHINE/SOFTWARE/ORACLE
check the value for NLS_LANG and let me know
2. Under Control Panel | System | Advanced | Environment Variables
Scroll to the NLS_LANG and make sure the system variable is changed from UTF8
NLS_LANG may have no value in the registry or does not show entry in the environment variables. The above resolution applies by adding NLS_LANG when not present.
