Cannot launch Toad after improper shut down. Receievs a Toad is not responding error. (4228405)

While working in Toad on what seemed to be a long running query, Toad freezed.  The process was still running with high CPU in Task Manager.  Then it gives the error below:

  

Toad Data Point - Pro is not responding.

There was a possible corruption in the Toad files. An uninstall reinstall of Toad may be needed.
  
Some things to check before uninstalling:
  
1. Try to launch Toad and try using alt-Tab to change focus and bring up the Toad window.
  
Have you worked with dual monitors recently?
  
- Try to launch Toad.
- Press (ALT+SPACE) + R (This restores the window if it is maximized; if not, nothing will happen.)
- Press (ALT+SPACE) + M
- Use arrow keys to move the window to the primary display. e.g. If the second monitor was on the right, hold down the left arrow key until Toad slides onto the primary display.
- Press ENTER.
  
2. Double check that there is no session still connecting Toad to the database.

  

3. Reset just the settings files.

  

a. Specific to Toad for Oracle: Rename Toad ini
While Toad is not running, in C:\Documents and Settings\<personal folder>\Application Data\Quest Software\Toad for Oracle\<version>\User Files, find the following files...

  
Toad.ini (general Toad setting and placement settings)
Connections.ini (hold the connection history and passwords)
Desktops.xml (only in older versions of Toad for Oracle)

Rename these files to something like .iniold or .xmlold.
Try launching Toad and test for the issue.

  

b. If working with other Toads (i.e. Toad Data Point, Toad for DB2, Toad for SQL Server): Rename settings.xml

While Toad is not running, in C:\Documents and Settings\<personal folder>\Application Data\Quest Software\<other Toad app>, find the following files...

  

settings.xml (general Toad setting and placement settings)

connections.xml (hold the connection history and passwords)

  

c. Rename the Toad folder (i.e. Toad Data Point 3.6, Toad for Oracle 12.6, etc.) in the folder locations below.
