qview session fails with que_NOEXIST when Shareplex is running and with shs_ERRSETUP when Sharepl (4300674)

1. When the Post was gracefully stopped for the purpose of reading the Post queue, the qview session gave the following error though the queue did exist and had messages in it:

sp_ctrl > stop post
sp_ctrl > exit
$ qview -i
qview> qinit
qview> open p r
que_NOEXIST: Queue does not exist

2. Shareplex was shutdown and qview was run again and the error was different this time:

$ qview -i
qview> qsetup
shs_ERRSETUP: sp_cop is running. Run qinit

This was despite the fact that Shareplex was shutdown and the following was issued at OS level (Unix in this case) to ensure that no orphan Shareplex processes existed:
