Not recognizing lock that is done through 3rd party Team Coding application

It seems that Toad doesn't really care about lock in a 3rd party Team Coding application, like SVN. For example, User1 manually checks out an object in SVN. User2 can still go and do a lock in Toad, which will allow them to modify the object. Toad will throw an error in the log on the SVN side, but it will still not prevent user from modifying the object. So, it seems that User1 will have SVN lock and User2 will have the Toad table level lock.
