In the Schema Browser user's tab, there are icons next to the list of users that show whether or not the account is locked or not. These icons use to be visible but now they are missing.
1. Go to View | Options | Start Up.
2. Check the box labeled "Check for access to DBA views."
3. Click Apply and OK. Restart Toad and reconnect to your database.
4. Go to Schema Browser and then the User tab.
5. The lock icons should show up if your user has privileges to view them.
