This can be caused if after uninstalling Java a remnant of the install still exists.
The eajalosetup.log located in the (C:\Program Files (x86)\Quest\ExpertAssist Java Launcher) folder on the machine where the EA Java launcher is attempting to install shows the following error:

Error: opening registry key 'Software\JavaSoft\Java Runtime Environment' is already installed. Finishing...
To verify there are remnants of Java on the machine you can do the following:
- Open a Command Prompt window
- Type "Java -version"
If any of the errors bellow are returned then the Java uninstall may have left files still on the machine that can cause issues.

Error: could not find java.dll
Error: Could not find Java SE Runtime Environment.
