This article identifies a configuration change to Exchange to no longer stamp a default 15 minute reminder time on meeting requests that did not have a reminder already set.
The reason it was rolled out to customers was there were complaints of meeting requests with no reminders being sent by the organizer, and the recipient receiving a reminder.
Another option to resolve the issue is to configure the Domino servers in the environment so that when meeting requests are converted into a .ics file, the VALARM section gets stamped in the .ics file. The VALARM section is what Outlook looks for when setting reminders that come in via .ics format.
