According to the "Capacity Management" overview, it suggests that 11 additional VMs are available, with the next bottleneck being storage. As storage is growing at 24 GB a week (but is only utilising 38%), memory is growing at 2 GB a week (only utilising 28%) and CPU is utilizing 3%.
How is it possible that there are enough resources for only 11 additional VMs? This information appears to be inaccurate.
The number of VMs available are calculated using the current cluster values and the values on the settings page. Click the "Settings" button to see the values and adjust the "Capacity Management" mode and "Simulated Workload" as needed. The attached document explains this in further detail.
