There is a way in Windows, in which you can see what the server is login for a week or more and realize if there is either high CPU or high Memory.
1. Please check the following Microsoft KB that explains how to add Counters and schedule metrics collection to monitor for some time the metrics on specific server:
2. Adding Counters:
2.1 MEMORY COUNTERS
While Adding Counters for "Memory" you can expand it and add these four metrics:
% Committed Bytes in use
Available MBytes
Pages Input/sec
Pages Output/sec
Expand "Processors" and choose:
Processor Time
The reported metrics can be checked by going to Reports │ User Defined │ CPU and Memory metrics │ Server name
Collection Notes:
Every day of data collection grows around 1.8 MB.
Also, it was left running for 2 weeks and it took around 34 MB for the total.
Note: You can watch this video that explains how to add counters:

Please generate the report of the metrics for the time of data collected and compare with Infrastructure agent in Foglight.
