During installation getting Error

Error 27502. could not connect to Microsoft SQL server. Client unable to establise connection (10054) 

Possible cause

1. Environment chiper encryption setting from server to SQL server is not met.
2. Firewall block
3. network routing issue
4. Database is not running

Possible resolution

1. check if the security level for SQL DB to be connect has met on the environment.
2. check firewall connection allow for the connection to the SQL server (normal default is port 1433)
3. check if the server is able to reach the target server.
4. Verify if the DB instance is up and running.
