RESOLUTION:
Run Instance Configuration of LiteSpeed on the Publisher and Subscriber servers. Verify that the LSVersion from LSOptions is correct on both Publisher and Subscriber.

Example: On Publisher and Subscriber
use LiteSpeedLocal
go
select LSVersion from LSOptions
Update LSOPTIONS
set LSVersion = (the numeric version must match between publisher and subscriber)
