Requirements:
According to Microsoft, the Surface Pro (page 4) “provides PXE boot support however you must use the Surface Pro Ethernet Adapter.”
Acquire Surface Pro Ethernet Adapter (bottom of page)
Since the Surface Pro only has a single USB slot you will need a USB HUB to connect both the KBE USB key and the USB Ethernet Adapter.
When booting using the USB key and docking station the Ethernet Gigabit driver will also need to be added to the \drivers before creating the KBE.

In addition, the latest KBE driver packs do not contain the Ethernet drivers so you will need to download them from Microsoft.
Build the new KBE:
Download the latest WinPE10 Driver pack:

Copy the Driver pack to the KACE SDA Samba Share drive.
Unzip the Surface Ethernet adapter files and copy them to the same location as the driver pack.
Re-cache the KBE drivers under Settings| Appliance Maintenance (scroll-down)
Build a new KBE using Windows ADK10.
If you are planning to Capture or Deploy Win10 build 1809 or newer, do not forget to Download and Install the ADK and the PE-Addon.
Download the KBE to a USB key.
Wait until the page reloads and click on the “download bootable USB flash drive image for this Boot Environment”
Save the zip file to your local machine.
Unzip the file and then connect the USB drive to the computer. Note the the KBE install operation will completely wipe out all information on the USB device:
Boot the Surface into KBE
When the installation is complete, plug the USB drive and the Ethernet Dongle into the USB hub and attach that to the Surface Pro.
Set the Surface Pro to boot from the USB drive
It will boot to the KBE and mount the KACE SDA shares over the network.
