Looking in the Administration > Cartridges > Cartridge Inventory dashboard, several of the installed cartridges are in a "Partially Enabled" state.
Disabling/Re-Enabling the cartridges provides an error message indicating that dependencies are missing.
Affected cartridges have activated successfully in the past.
Ownership/Permissions differences in the /foglight/fms/state/cartridge.exploded directory.
For example, from the DirectoryListing.txt file within the FMS Support Bundle, we can see that some manifest files in the list below do not have read/write permissions available. These cartridges will not enable successfully:

Change the ownership of the files within the following directories to ensure that they are readable/executable by the account used to run Foglight:
/foglight/fms/cartridge
/foglight/fms/state/cartridge.exploded
