After setting up an ODBC DSN for Visual FoxPro and then trying to map the ODBC DSN as the datasource in Toad Intelligence Central, the following error occurs:
error while mapping: Got error 4208 '{0} ODBC data source returned an error: Cannot open file Cannot open file \\<UNC_PATH\name.dbc>.;' from HUB

Causa
Related to Windows share and file security. The path was pointed to a shared UNC path and not the local machine. -
Resolución
Run the service as a domain account that has the correct permissions to read the file.
