Sometimes when checking out a group policy with Group Policy Manager (GPM) the following error may be seen.
The system cannot find the file specified. (Exception from HRESULT: 0x80070002)
This is specific to just certain Group Policy Objects (GPO) and not a system wide GPM problem.
This problem can occur if Anti Virus software is monitoring SYSVOL and the GPO contains something that the Anti Virus software considers dangerous, for example a vbs logon script. The Anti Virus program then removes the suspect directory that is created for the GPO in SYSVOL.
To resolve this problem stop the Anti Virus product from monitoring SYSVOL

This is essentially an Anti Virus / Native GPO issue. This solution is produced to document the error that is thrown by GPM when this problem occurs.
