The "all" in the license refers to the original set of cartridges available in version 5.5.x and earlier releases of Foglight.
For SQL PI, the license must include this PERFORMANCE_INVESTIGATOR text for SQL PI
Newer database cartridges (such as Azure SQL, MySQL, MongoDB, Cassandra, Amazon Redshift, and PostgreSQL) require their own separate license for each cartridge release included in the quest.licence.foglight.cartridge.license.

this line in a license would enable only the Azure SQL related cartridges, but not SQL Performance Investigator for Azure SQL.

This line in a license would enable the will enable Core components, Infrastructure agents, as well as the DB2, Oracle, and SQL Server database agents as well as the MySQL agent.

The Database_CrossPlatform license (as shown below) is a trial 30-day license included with the "Foglight for Databases" installer which enables all of the Foglight for Database cartridges.

Note: When a cartridge license expires relevant cartridges are disabled in the Cartridge Inventory page. Once a new cartridge has been added to the licenses panel, a Foglight Administrator should re-enable the associated cartridge in Cartridge Inventory.
