Attempts to connect to the QCS console with the QCS service account in Online or Offline mode result in an "Access is Denied" error message.
Running Internet Explorer as Administrator and copy/pasting the QCS console URL in the browser window is successful.
There are two possible causes:
1. User Account Control is enabled
2. Internet Explorer is opening with Protected Mode set to on for the Local intranet zone
WORKAROUND 1
Disable User Account Control (UAC)
Note: In some cases the UAC must be disabled in the registry

This value should be turned off
1= ON
0=OFF
After changing the value the Computer must be restarted to complete the process
WORKAROUND 2
Turn Protected Mode off for the Local intranet in Internet Explorer for the QCS service account.
1. Log in to the QCS console as the QCS service account
2. Open Internet Explorer as Administrator
3. Click on Tools | Internet Options | Security | Local Intranet and deselect 'Enable Protected Mode'
4. Close Internet Explorer and open the QCS console
WORKAROUND 3
Take the URL which includes QCSLocal.html and open Internet Explorer as Administrator, then paste the URL to the QCSLocal.html webpage.
