It is not possible to restore to a rebuilt DC using Recovery Manager for Active Directory Forest Edition. The restore has to target the DC(s) from which the backups were created.
The Forest Recovery process restores the NTDS.dit file, SYSVOL as well as the Registry. Replacing the registry taken from another OS (even with similar or the same hardware) may lead to OS instability or it may not function at all.
Starting with version 10.0, a new version of RMAD is available called Recovery Manager for Active Directory Disaster Recovery Edition. This new version introduces a new feature that utilizes Windows Backup information to be able to restore to machines other than where the backup came from (Bare Metal Restore), allowing the forest to be restored even if the physical DCs are all lost (or compromised by Ransomeware).
Starting with version 10.1, an additional feature has been added to Recovery Manager for Active Directory Disaster Recovery Edition called Restore to Clean OS. This new feature allows you to use the regular RMAD backups (not a BMR backup) to restore to a machine that has the same OS as the original DC.
