Cannot migrate the rule -

When migrating OWA Inbox Rules the following error is being returned for some of the rules. The rules that return the error are not migrated from the source to the target.
The following is an example of the error that appears on the Events tab.
Cannot migrate the rule 'FWD': Cannot map /o=ExchangeLabs/ou=Exchange Administrative Group (FYDIBOHF23SPDLT)/cn=Recipients/cn=d352b0a237c34360896eb6fe2664e3ce-John.Doe property to a target user or group. Ensure that it exists in the rule mappings.
