When running the installation via command line, you may get a similar message:
Property(C): ISSCRIPT_VERSION_MISSING = The InstallScript engine is missing from this machine. If available, please run ISScript.msi, or contact your support personnel for further assistance.
Property(C): ISVROOT_PORT_NO = 0

This is an OS issue.

Lösung
1. Upgrade the windows installer if possible.
2. Reinstall MDAC (For servers below windows 2008 this can be done by)
Open the folder C:\Windows\inf and locate the file mdac.inf.
Right-click the file mdac.inf and click Install.

Another possible cause is the InstallScript engine is missing and/or the remote desktop session was not in "admin" mode or "application" mode during
the install. SOL66777 goes over this.
