Lösung
This is an Oracle 12c client issue, and not Toad. Please contact your Oracle DBA or Oracle Support for assistance on this issue.

The oraodm12.dll was not included in the 12c client install. This is a known Oracle issue. Refer to Oracle Doc ID 1593348.1 for more information. The workaround is to copy the oraodm12.dll file from 12.1 64-bit Database software to 12.1 64-bit Client software (ensure to the 'bit' are the same i.e. both 32-bit or both 64-bit).
