Cause
The target site collection is out of storage Quota, this could be due SharePoint site storage limits set to manual and the site is full.

Resolution
- In the office 365 tenant, go to SharePoint admin site.
- In active sites, browse the site.
- Increase the site maximum storage quota to a bigger size.
- Do an incremental migration to copy the remaining files.
