Setting mailbox-enabled stub objects to be created by QCS as disabled by default (4295339)

When using a Calendar Sync, QCS creates the stubs as mailbox-enabled user objects that are in an enabled state

To have QCS create the mailbox-enabled user stubs in a disabled state:

1. Open Regedit
2. Navigate to the following registry key:
    - HKLM\Software\Aelita\AelitaCollaborationServices for 32bit servers
    - HKLM\Software\Wow6432Node\Aelita\AelitaCollaborationServices for 64bit servers
3. Create the following registry value (Dword) EnableStubAccounts=0 (set to 0)

All newly created objects are set to a disabled state however existing objects will need to be disabled manually.
