The Domain List may not have been refreshed by the QCS services.
Before troubleshooting further, verify that the QCS service account has permission to read the newly created domain and that this domain is visible natively via other tools. You may retrieve a list of domains using following .Net method invoked as a single PowerShell command:
[System.DirectoryServices.ActiveDirectory.Forest]::GetCurrentForest() | select domains
If the output from the PowerShell above contains the desired domain please restart the Quest Collaboration Services as this should force the QCS Console to re-read and load the list of AD domains.
