Cause

The Oracle Home is not selected for the current connection
Resolution

WORKAROUND

Please do not leave "Connect using:" combobox empty but select an Oracle Home there. Besides that it is a good idea to have one of the Oracle Homes marked as default using "Set as default home for Code Tester" check box.
