During a coordinator upgrade the system will no longer initialize.
The error Message is:

Find some way to break the file lock:
Option 1) Usually a reboot will clear up latent file locks. Once the host has rebooted, re-enable the coordinator service and see if the upgrade completes successfully
Option 2) Sometimes antivirus will temporarily lock files. Disable your antivirus suite for the duration of the upgrade, then restart the coordinator service to see if the upgrade completes successfully
Option 3) use Process Explorer to locate and break the file lock and then restart the coordinator service to see if the upgrade completes successfully. Found here: https://docs.microsoft.com/en-us/sysinternals/downloads/process-explorer
1) Run process explorer as an Administrator Press "Ctrl + F"
2) In the dialogue box type in "AzManXMLStore.xml". (or whichever file is failing to upgrade due to the file lock)
3) Click on "Search" and then wait for some results to show up.
4) You can kill off any handle in the list by selecting it and then pressing the delete key.
