Get "Could not start agent" error when trying to start Local/Remote Agent (4287708)

I set the user workload to 200 and attempted to run the TPC-C benchmark:

The local agent starts and shows a connected state.
The remote agent does not start (also a BMF 6.0 on W2K3 system).
Unlimited licenses are installed on both systems for BMF and the Agent.

Agents were connecting to a previous windows session that had been inadvertently left open and forgotten about
