Restore Wizard completes without restoring the account. (4377225)

When attempting to restore an account that was deleted before AD recycle bin was enabled the wizard shows "0" under Object recovered, Attributes recovered, Objects undeleted, Errors and shows "Recovery Complete", however the user does not get restored and in some occasions it will crash or close the console as well. 

If you try to restore the same account another time the following error is seen:

You may avoid the above error by running Active Administrator console as Administrator, but the same "recovery complete" message without restoring the account shows and even the entire console crash or closes without showing an error.

If you try to restore an account that was deleted after AD recycle bin was enabled, then the restore process will complete successfully and the account gets restored.
