Enhancement Request: 466692 Create a PowerShell script / potential UI component to allow decrypting of old databases which use an old password format.

workaround at the moment is to install the older version of Active Administrator on a standalone VM with the old passphrase, attaching the old database, and then upgrading that version with the new passphrase which will re-encrypt the database with the new passphrase.
