DC's report "No events found" and SLAgentSvc.log reports "Agent is not licensed, will do no work" (4316720)

On the Active Administrator Server Management | Agent Management tab all the domain controllers report "No events found".  Also, on the domain controller(s) a copy is made of the C:\Windows\SLAgent\SLAgnetSVC.log file, and when opened it displays the data below:
