QCS (Quest Collaboration Services) is creating stub objects but the LegacyExchangeDN attribute is empty.
Stub objects are missing from the GAL.
When creating stub objects QCS is not stamping LegacyExchangeDN attribute. Exchange RUS (Recipient Update Service) is responsible for the stamping of this attribute. Please refer to the following Microsoft KB:

Sets the homeMDB, homeMTA, and msExchHomeServerName attributes if at least one is already present. It does not change any attribute if it already exists.
Sets the msExchMailboxGuid attribute if it is not present.
Sets the legacyExchangeDN attribute for mail-enabled objects if it is not present.
Sets the displayName attribute to the value of the mailNickname attribute if it is not present.
For groups that have the hideDLMembership attribute equal to TRUE, it adds some non-canonical access control entries (ACEs) into the Access Control List (ACL) of that group to prevent people from seeing the membership of that group."
Please ensure RUS (Recipient Update Service) is running and configured properly. For further troubleshooting refer to Microsoft KB resources.
For Exchange 2007 and higher, where Exchange uses E-Mail Address Policies (EAP) rather than RUS, ensure that the RUS option is selected in QCS:
Under QCS Properties | General | RUS Options
The "Use the built-in service to stamp mail attributes on the stub objects" should be checked.
