Toad is changing the column sequence when importing data from a text file

Having some issues when trying to load a text file using Import Data functionally in Toad. For some lines toad is changing the column sequence and, as a result, the file fails to load.

Using " as a text delimiter. The problem is that some of the text fields contain this character.
