WORKAROUND:
Code can be using Toad.
For manual formatting, load the files in the Toad editor and use the "Format Tools" options. This can be found listed in the Editor menu, or in the right click menu | Format Options.
Formatting of a file can also included with automation. In Utitlies menu | Automation Designer, within the Automation Designer's Utility tab, click the Format File icon to add the action to the automation job being built. Double click on the Format File action to specify the properties and files to format.
