'Execute Action upon Connection' causes windows to open under initial session. (4304313)

An action is applied to a particular session connection using the Edit Login Record | 'Execute Action upon Connection' of the Database Login window.  If a second (nth) connection is opened for the same user, the default behavior (create editor/schema browser windows) is being executed for the initial connection and not the new connection . e.g.

Toad options are setup to open both Editor and Schema Browser windows.

Connection to USER1 is made - opens 1 Editor and 1 Schema Browser

2nd Connection to USER 1 is made - No window associated with this session and 2 Editor and 2 Schema Browser windows associated with first connection to USER1
