When scheduling a report in the report manager and using Excel as the file type the job runs and produces an email but no attachment. If I use PDF or CSV. This is happening to all scheduled reports that have Excel as the file type. One other note, if process the report in report manager and select Excel as the format and email from within report manager it works fine. It’s only when schedule, the report and windows scheduler runs the report there is no attachment for Excel and it worked fine in version 11.5.

Workaround:
Use Toad for oracle 11.5.

Waiting for Fix in future release of Toad for Oracle.
