Not able to run another schema's procedure, package, or function from the schema browser

Not able to run a procedure, package, or function from the schema browser. I open the schema browser, change the schema, right clicks on a procedure, package, or function, and select to execute the procedure nothing happens. Usually I get a Set Parameters window that allows me to set the parameters or execute. Now I get nothing.
