Permissions assigned to the Microsoft Online Services ID with which you want to access Office 365.
解决办法
The account you use to access Office 365 must have: •The Global Administrator role •An Exchange Online license assigned •Full access to the Exchange Online mailbox Note: By default, Exchange Online administrators cannot open user mailboxes and view their contents.
