Install Error: "System.IO.FileNotFoundException: Could not load file or assembly 'Microsoft.SqlServer.TransactSql.ScriptDom" (4234983)

The RMAD installation fails prematurely. After creating the msiexec install log (msiexec /i "RMAD_x64.msi" /L*v RMADInstall.log) the following error is shown in the log:

"Exception thrown by custom action: System.Reflection.TargetInvocationException: Exception has been thrown by the target of an invocation. ---> System.IO.FileNotFoundException: Could not load file or assembly 'Microsoft.SqlServer.TransactSql.ScriptDom, Version=12.0.0.0, Culture=neutral, PublicKeyToken=89845dcd8080cc91' or one of its dependencies. The system cannot find the file specified"
