MTA is not processing the PRV files for particular (or all) users and the log contains following entries:

There is no space in the mailbox, Storage Quotas need to be removed.
When analyzing the log it is clearly visible that the agent can login into the mailbox and can update the hierarchy, but the agent cannot copy the data because there is no free space left in the mailbox.
It is also a good idea (for troubleshooting purposes) to open the properties of the affected mailbox and to remove the Storage Quota by unselecting the checkbox.
